Federal health care systems are insulated from state licensing laws. The states have constitutionally the police power to license professions and trades, but the federal system is exempt from that. In 19 states, nurse anesthetists who are specially trained nurses could work independent of physicians. But in the rest of the states, they have to work for a physician either an MD or a DO.
