The Dutch government provided a small grant, less than $10 million to fund the planning for the project. John Sutter: The idea that you're going to build a project to adapt to climate change and in the process wipe out mangroves is nuts. He says construction of the Great Sea Wall fracked the livelihoods of small-scale fishers who have long fished in Jakarta Bay.

Southeast Asia is especially vulnerable to storms, rising oceans, and other climate effects—though countries in the region did very little to create the crisis.
