The Federal Government's Authority to Regulate Drugs

The federal government does not have the authority to do all of these things it's currently doing, or there was no need for the 18th Amendment in the first place. Do you know did Congress try to outlaw alcohol by legislation prior to the 18th amendment? Actually, I don't know the answer to that question. My suspicion is no, but I'm open to a cheerful correction on the matter. And if you do a little bit of digging, you can find out how Congress asserted the authority to control recreational drugs in the United States.
