The Law of Redeeming a Tinokshanishba

A child taken from a Jewish family and raised by Gentiles is called a Tinokshanishba. The sages agree that such a person cannot be held responsible for violations of the Torah because this person did not know the Torah or anything about being Jewish. Secular Jews raised by atheists and agnostics, arguably including those raised in largely agnostic forms of Judaism should be granted the status of a tinoch-shinishba.
