A Brief History of the 5000 Series Regulations
In 1971, Secretary of Defense Melvin Laird and his deputy released the first of the 5000 series regulations. It sought to implement many of the processes that Perri and Alexander found so beneficial in western Europe and the Soviet Union. As Laird's chief management officer, Packard's first major change was to disengage OSD for most acquisition decisions.
