The President's Power in Timor

In Timor, the president is aligned with CNRT. Shenanna Goursmau is the nominal leader of CNRT. Party leaders are not chosen by their parliamentary caucuses or colleagues. They're chosen through the mechanisms of the party. The voting system for Timor has 65 seats in Parliament and they are elected from a single national constituency. There's no local electorates, no districts using closed-list PR with a 4% threshold.
