Does It Relate to the National Defense?

The law is just above and beyond clear here. This is, if the question comes into play, well, it's not really national defense information. That is not a subject on which donald trump will win the classification. Current classification status not relevant. What matters is, does it relate to the national defence? And almost everything does. So scratch that one off. You do not have to show that there was an intent to sell or deliver or give to anybody. But wilful refusal to give it back is enough.
