I Don't Think the French Have What It Takes to Exercise National Security Leadership

The germans have absolutely no skill at exercising national security leadership in europe. Even when they do the right thing, they do it too late and in kind of what seems like a grudging way. France is different. Ina, very powerful, presidential system. President macron does see a particular roll for himself as being theuropean leader who can talk to poteent. A thereis a fundamental gap in trust, i think, between the central and europeans. And it's going to take a lot of work by france and germany, separately wor together, before there is some level of trust.
