I think there are arguments for more powers to be devolved, but I don't think there's been a demonstration yet of how much difference they would make. When the SNP first came in, we removed all ring fencing on local government and did a deal with local government that we won't ring fence, but you will meet these certain commitments nationally. Over time, local governments stopped meeting those commitments and then ring fencing reappeared so there was an attempt to empower. And at the moment, there are attempts to empower on tax.
