Is the President of the United States a War Criminal?

Under any definition of war proportionality, attacking civilians, aggressive warfare, he's at least a triple war criminal. Of course the united states doesn't have standing to bring puten to the international criminal court. But there is claims of jurisdiction. And ukraine has acceded to the jurisdiction of theinternational criminal court. How do you enforce that? An easy question. I'm glad the presidn h united states did say he waswar criminal and i'm glad the president said so.
