The Tough Grammar of Re

There are verbs that start with three where it's not just a prefix added. That means to do it again. The re you cannot always just remove it from a base verb and expect that to make sense. Unfortunately, English breaks its own rules all the time. So this is why you can see how language learners could get really thrown off by this prefix because there are so many.
