Hegel's idea of phenomenology is the comparison between I have my private meaning on the one hand, and then I have what the signification of what I'm saying on the other hand. And he uses this to distinguish between the essential and the universal in his work. The untruth is in my private meaning, whereas the truth is in the signifier itself. He also says that if you can force someone into a vow not to say anything at all, they will do it.
