I think that caricature of Disraeli is pretty unfair. If you look at the 1870s when there's basically an agricultural depression, other countries are moving towards agricultural protectionism and away from free trade. And he doesn't do anything to protect the agricultural interest in the country. He wants constantly to frame what's being conserved around constitutional questions but that's only politics.
