There's regulation of different degrees of intensity and of different types varying obviously from country to country. Governments around the world have essentially persuaded themselves that they can't afford either economically or politically to be owners of these types of assets whether it's housing so public slash social housing or whether it's infrastructure. The private sector is very expertly exploited by governments who say well you know you need to be careful with your regulation because if you get too keen on regulating on us we don't invest anymore.
