In afghanistan you have a decentral process for how people came to own land. You have local institutions for how to resolve disputes overland, but there's always been a barrier to the formalization of those rights. The challenge is that when the government has come in, you know, they haven't really been seen as especially credible and so people stick with their customary deeds.
