Dostoyevsky lived in the same area of saint petersburg as raskolnikov's flat. He was subjected to a mock execution before his sentence was announced. His financial situation also contributed to his understanding of what he was going through. The whole place is just squalid, filthy, full of drunks and prostitutes. That was parts of the atmosphere that contributed to the novel.
