Mark says that the people that do survive in that environment are not the craftsmen or the artisans, but the manufacturers. The problem with this is that instead of trade and the economy being in the hands of thousands of craftsmen, now it's in thehands of a very small handful of manufacturers who have an inordinate amount of control over the lives of the average citizen.
