There's a large sum of the US government debt that matures within say three to four years and they have to refinance that and issue new debt. Oxbow usually don't deal too much with junk grade rated companies either in buying their debt or their stock, especially in an economic slowdown. That's where things can start to break and they may not be in control of their destiny.
