The Ooo Consonant in Modern English
When the ooo sound appeared before another vowel sound, it often became a ooo or W sound. Roman scribes recognize that same connection, so they used the same letter U for both sounds. That's why those two sounds were fundamentally connected in the minds of many classical scribes and writers.
