Tijuana is ground zero for trafficking of the drug north into California but also for local use. Hundreds, perhaps thousands of people live rough around the Tijuana River Canal. Local NGOs in Tijuana source it and distribute it to people like Smiley living on the streets. It costs 50 pesos, around $2.50 a dose, so he has to earn the money to buy it. He says: "It's rough and it's like it's real strong and just killing everybody on my friends"
