Blood Quantum Enrolment

Some people see blood quantum as a way for the federal government to slowly diminish the native population. But if blood quantum is slowly squeezing out a tribe's population, why keep it? I asked elizabeth rule this, and she describes it as this colonial catch 22. She says, it all really comes down to how these tribal nations define community. It's something that delima and taylor are always thinking about. We're losing our native disks, mait will die out, or some right so even though taylor doesn't agree with an enrolment system that uses blood quantum, she can't just pretend it doesn't exist.
