The US Attorney General's office has the final say so on who gets in and their requirements are pretty specific. Any offense that involves organized crime or racketeering makes you eligible. Drug trafficking offenses as described in Title 21 of the US Code, which most people wouldn't know offhand. And then another one's basically a vibe check.
