Non Legally Binding Agreements
There would have been a legal issue. Myself, i think you would have had a hard time doing a legally binding agreement without either getting new consent from the senator or congress. This way we were able to sort of be a little more ambitious and aspirational. We also had some experience from the copenhagen accord a where we thought countries would actually aspire higher if the targets were not found. If they'd been binding, we would have had lower ambition. Ye, that that was one of our motivations. You know, it's counter intuitive, maybe, because you tend to associate legally binding with more serious and more ambitious. And that can't often be the case.
