The fourteenth amendments bitter sweet second clause is incomprehensible, but i want to try to exain it as clearly as we can. The most moderate republicans wanted to give black men the right to vote without overly antagonizing former slaveholders. That means congress crafted this kind of scared, convoluted language that they hoped wouldn't trigger a huge back lash from the south.
