The Acquisition Decision Memorandum
Since 2009 the weapon systems acquisition reform act basically brought this stuff forward. You have to do all this documentation while still a paper plan right because most of the time it's not operational yet. The real problem that I have with the way that they've been done for the last 10 years is that when a program manager comes into that briefing, they're expected to have every single issue ironed out at the table. And so there's some delegation that's happened and there's some new acquisition authorities that have happened to allow this to speed up.
