What's the Government's Perspective on Insurance?

The reason employers offer workplace wellness programs is not because they're hoping to make you healthier. The reason health insurers offer a discounted or free gym membership is that they want to attract the healthy and spry customer who at least can delude themselves into thinking, yeah, they're really going to go to the gym. What exactly do governments do around insurance? Sometimes they directly provide insurance like Medicare. Other times they simply require that insurance be providedLike workers compensation insurance or now health insurance. And then there are fines if people don't pay their premiums.
