The House Democratic Caucus Is in Flux on the Budget Deal
The president negotiated over what is the budget going to be. He put his offer on the table two months ago. The Republicans took that hostage of the debt ceiling. So we had to force that in to get the debt ceiling raised as well. But this is a budget agreement. And that's what the president was negotiating.
