It is completely within the realm of not only possibility, but plausibility that an institution would wait for an opportune time to make this kind of legislation. It was like the argument for internet surveillance based on saying, hey, we need to protect people. We need to protect you from inappropriate content and your children. This is a lot of the same stuff we heard in the wake of the Patriot Act.
