What's the Environmental Impact of Light Rail?
Every major project of any kind that takes place anywhere in the United States can be subject to NEPA. And I would assume anything that includes federal grants is probably subject to this as well. Nipa is a very interesting law because it doesn't have actually a single element in the law that is meant to protect the environment. What Nipa does, it is a purely documentary law. It is only about documenting the harms.
