Prae doesn't make a lot of sense to people about what we're actually mean when we're talking about development and history, or unfolding in history. He believed that these were stages of almost evolution, if you will. And it's moving towards this position where, once you recognize that all human beings, men as such, are free, you'll end up building some kind of social structure and government that acknowledges that and manifests it. It still is going to take a long time in the course of history to actually work that out in reality.
