He knows how to play on that, and it's a reflection of that as well. But also keep in mind that while you had 63 who voted against nato, you had 95 % of them who voted anst impeaching trump after he blackmailed zolinski. So the fact that there were only 63 of them he could argue is maybe a step in the positive direction.
