Treasurer Jim Chalmers is promising to begin paying down the trillion dollars of debt he's inherited. He plans to borrow less money and no doubt ditch some of the former government's bigger spending commitments. The NDIS minister Bill Shorten revealed this week that the budget will forecast the scheme could cost more than $50 billion a year by 2025.
