The Petition of Right Is Uniting the Country

The petition of right is based on rights enshrined in Magna Carta and other medieval statutes. In 1628, the new King Charles I has imposed taxation with that consent called the forced loan on the English people. He's billoted soldiers on people by declaring martial law England's not at war. So he's really uniting the country in a sense that these actions are newly innovative,. which are setting himself up as an absolutist monarch.
