You're into quite constitutionally murky water which normally no one ever had to really navigate because no one tested it. And you know, peter hennessey says that we've relied on the good chap theory of government. But he may eat us, and he's not a good chap, and he won't follow those rules. So, you know, it's not not a dune deal.
