Trump is out of his depth because he hasn't internalized the fact that Europe is engaged in willing followership and constraining followership with the United States. But no one in Europe sensibly sees that in their interests or the world's interests. And so in a sense, there's a kind of chaotic withdrawal where President Trump does a very good job of raising potential risks faced by China but also trying to withdraw from Europe.
