Incentives, I feel like is the big missing word here that is how modern political scientists and economists would talk about all these things. In a despotism, one person has absolute power. Everybody else is really a slave. The more powerful the despot, the more stable it's going to be. So the motivating thing is fear. That's what's going to keep everybody in check and keep the despot in power.
