The History of the Federal Reserve System
There were four districts when the Federal Reserve system was conceived. The 12th district, which was based out of San Francisco, was an outpost. Cleveland and Chicago were deemed to be the second and third most important economies in the country. That's why their presidents get to vote every other year. Janet Yellen's district has had so many blowups in her backyard. It's not supervised enough out there.
