The Articles of Confederation
The articles of confederation establish an alliance which makes them a fearsome force to be reckoned with. The pirates agree to divide their forces into seven fleets, each with its own banner. Each boat has to have a name and registration number on its when pirates attack a cargo ship, its booty belongs to the first jump to strike it. These regulations are designed to stop the in fighting and to ensure the pirates instead fight against their common foe.
