There's a critical point at which after you create so much debris things just become unstable. Even if you destroy the satellite itself in terms of damaging of the answer to its control it's just one piece of debris right? The US would probably try enough to do that for as long as they can. There could be a point at which a nation would think well it's not I'm losing the war and I would rather lose my satellites than hurt my opponent more than it's gonna hurt me.
