In every generation there were prophets, so many prophets that every person knew prophets. Without the Sanhedrin to lead us, we're walking to a largely said blind. The role that these people play is in the national life. So it isn't just arbitrary that this person suffers and that person gets the benefit of it. That's how the protection works.
