The united states requested consultations with mexico over what it claims are mexico's failure to enforce environmental laws. This has led to the near extinction of the vaquita, of which there only ten left in the entire world. Aness: I don't think it's like the mexicans are out to make this species extinct. In fact, they have laws against hunting these things. The issue has come up because yu s t r is asked to consult with mexICO over the relatively inadequate enforcement of those laws.
