Tax Audit vs CI Investigation

The burden of proof is different from a tax audit versus a criminal tax investigation. The government has to step in and say, "No, no, no, you didn't have that." It doesn't make a difference if it's our robbery, murder, kidnapping, wire fraud or tax evasion - the proof has to be beyond a reasonable doubt at the jury.
