Sinaka Rib, and Chazinsky

The earliest known penalty for illegal parking was to be impaled on a stake. It's in Nineveh, which was the Assyrian capital. The parking restriction was put in place by King Sinaka Rib. He once wrote about his enemies: "I cut off and tore out their privates like seeds of cucumbers"
