When the state is making laws, you end up with different interest groups operating. And so you see a growing set of rulesa attempting to force a community to do something it doesn't want to do. People are pretty contropenurial in finding ways around the law. They create some rule to do something they think will help. But thos those rules don't have any effect. On the other hand, when the state creates a rule that says, you know, you got to do something,. individuals who are targeted by that rule don't want to doing what the state says and so they find ways to avoid it.
