Rent Control
Rent control programmes are not targeted to low income households. A new paper looking at who benefits from rent control in New York city found that a lot of the people living in expensive neighborhoods did not need it. In general, what do we think of rent control? Ye, i'd probably give rent control maybe three to four out of ten. They create all kinds of distortions, and they don't solve the underlying problem - both a lack of income and a lack of housing.
