The State as a Laboratories

You have a nation one guy sitting in Delhi won't necessarily know what the best policies are and a policy that works in one state might not work in another. The whole idea of a state being a lab is you let different state governments experiment with different kinds of policies. states can learn from each other states can compete for labor and investment with each other, it's a great incentive to push everybody upwards. What centralization has done is that states are no longer independent laboratories like this they are all Satrapis I think the word is where a paternalistic state will you know decide what is good for each state.
