The Future of the Humanitarian Response in Ukraine

The cluster system as far as I'm informed at least was created through problems with the humanitarian assistance in Darfur in 2004. But that was a complete and that was seen as necessary because there was no strong state. There was not necessarily civil society which can compare to the strength of Ukrainian civil society. So you can imagine what would have happened if the cluster system first would have been created in Ukraine instead of in a different country in a different context. We would have had a more system more aligned with localization efforts for example.
