Local governments, mayors and city councils have been willing to negotiate down salaries in exchange for these other protections. So again, the city is thinking we don't want to pay a 10% salary increase or whatever it is. We'll give you less transparency and less oversight as the negotiating tool. From the union perspective, well, that's a fine deal because we can go get the money next year.
