Using a Dow as a Fund Raising Mechanism?

Right now, almost exclusively, they are being used in a really weird and essentially, you can't say improper, but meaningless reason liketh the reasons their being used. I think that perhaps is the place where dows make weigh more sense to me than as a fund raising mechanism. But for something like makerdown, having a way for the participants in the protocol to express their beliefs about what the protocol should do makes a sort of sense to me.
