The organization is only as good as the people that are within it. So 10% of their time should be dedicated to improving themselves. Getting to 40, 30, 20, 10 as a role isn't an overnight switch for most people. I'd be really keen to hear from those in data leadership positions on how close you are to spending time in this 50/50 way.
